Did you upgrade an existing home-built system, or it this a pre-built system from a PC manufacturer? Pre-built systems usually have processor-specific BIOSes in them that will only allow certain upgrades approved by the manufacturer. Home built systems where you purchase the mainboard yourself have a wider range of processor options written into the BIOS to allow for wider compatibility. The error message is saying that the BIOS does not recognize the CPU code from the specific processor you installed. It has nothing to do with the OS.

Determine the manufacturer and model number of the system board. Locate the system board manufacturer's website. Check for a list of supported processors for your system board. If it is on the list, you may need only to update the system board firmware. If you have questions about the suitability of the processor / system board combination - contact the system board manufacturer's tech support group or technical forums that they may be operating on the site.

Do not attempt to apply a firmware update file to any system board for which it is not intended! Doing so can cause irreparable harm to the system board.

To troubleshoot processor issues, follow these steps and test the processor after performing each one:

Notes:

If either the system board or processor have been replaced, reflash the BIOS to the latest level before proceeding.
Some computers allow the fan to stop spinning. This is not a malfunction. The fan should start spinning as the system heats up.

Ensure the latest BIOS code is installed. This will correct any 167 POST errors for the Intel microcode update and "176 No Processor CPUID" post errors.
Reseat the processor and the heat sink

Note: Do not touch either the processor or system board contacting surfaces. These can be extremely fragile and bent pin damage due to touching is not covered under warranty.
Verify the processor fan operation is not blocked by cables or other hardware.
Verify that any replacement processor is the correct architecture for the system.

This processor need better cooling system as it is powerful it need more power so I suggest you to upgrade your Power Supply and buy more efficient processor fan cooler. Also you should check if processor is properly installed on motherboard and there should be some special thermal grease between processor and motherboard (http://en.wikipedia.org/wiki/Thermal_grease) for better thermal conductivity

That processor runs x86 code so yes it will work, with Win 2003, Have you thought about Vmware? or Virtual PC? you could install a virtual machine, install 2003, and also, SAP, then you could have best of both worlds. Otherwise just install Win2K3 no problems... You could even dual boot, if you wanted to.

WANT TO INSTALL WIN SERVER O/S IN COMPAQ LAPTOP CQ40-317TU

It all depends on your system specifications.
If you are thinking of installing Windows Server 2003,then try to make sure that your system meets the following minimum system requirements: 128MB RAM and a 600MHz processor, and I recommend 5Gig HDD Free space.
But if it is Windows 2008 Server, then think of having this : 512MB of Ram, 10Gig of HDD free space, and an x86 processor with minimum speed of 1Ghz, or an x64 processor with minimum speed of 1.4Ghz.

I've located this description when installing the pentium 4 processor on Windows XP. If you have not performed these steps this may be the cause of what you are experiencing. To save you time I've pasted the section below--> Operating System Support
Nearly all modern operating systems designed for the Intel Architecture have support for the Pentium 4 processor, although some may require specific versions or processor support files. Many Microsoft operating systems like Windows* 98 SE, Windows NT* 4 with Service Pack 5, Windows* 2000, Windows* ME, and Windows* XP support the Pentium 4 processor. Linux* distributions based on the Linux* 2.4 core support the processor. Also, many other vendors have support for the Pentium 4 Processor in their operating systems. System integrators should verify that the operating system they have selected supports the Pentium 4 processor.

Note: Windows XP or certain versions of Linux are required for Hyper-Threading Technology2 support for the Pentium 4 processor. For additional information on integrating systems based on the Pentium 4 processor supporting Hyper-Threading Technology, refer to the Integration Overview for Systems Based on the Intel Pentium 4 Processor Supporting Hyper-Threading Technology.

All operating systems that support the SSE instructions that were first introduced with the Intel® Pentium III processor will also support the SSE2 instructions introduced with the Pentium 4 processor. To experience the power of the SSE2 instructions, it is critical that system integrators install drivers and software that have been optimized for the Pentium 4 processor's SSE2 instructions. System integrators should confirm boxed Intel Pentium 4 processor-based systems are optimally configured and integrated.
