Your phone may be network carrier locked! Means it will only on one network.
Contact you previous carrier & request an unlock.
You will have to give them the Imo No of the handset

SOURCE: Unlock code for Motorola RAZR V3

Or you ma be use your previous one assuming you could remove the moisture trapped inside the phone. In order to take out all moisture trapped in the phone: Dry the phone, battery, sim card, any accessory, etc. with cloth and wrap each piece, phone and accessories, in newspaper. Place a few handfuls of rice into a plastic bag and then place the wrapped phone in the bag with rice. The newspaper wrapping avoids direct contact of rice with your phone because the dust from the rice can get into the small areas of the phone. The newspaper and rice will absorb moisture. Leave it there (with the bag open) at least 24 hrs.

Some people have had success putting their phone in a bag of rice for several days with battery out without turning it on. For some this works but it is usually only temporary. Plan on getting a new phone and transferring your info even if you get it to work as your days are likely numbered. Wish I had better news but water and electronics don't mix.

    Subsidy code motorola i835

When you place a new or SIM card from another phone provider from the original phone contract then it asks for a Security code.
Your phone is locked to this mobile phone provider. You need to contact this mobile provider to ask for the unlock code (security code) for your phone. You need to provide proof of ownership etc and the phone's unique IMEI number which is located inside the phone under the battery. They use this number to generate the unlock code for your phone.
They should provide you with instructions on how to enter this code into the phone.
Once you unlock the phone, then you can insert a new SIM card in the phone.
