You gave me the answer in your question. This is a common failure with anything with a plug. The stresses on a power cord are usually at the ends. sounds like the wire is broken just prior to the strain relief, The cord is broken inside the rubber causing the unit to not power up. To verify this, FIRST, make SURE the outer cord is NOT frayed. If you can see bare wire, leave it unplugged and do not use it. Fire potential.If the cord looks intact where it goes into the machine, you can carefully move the power cord around while it is powered up. just slowly rotate it and or push it in slightly. If It comes on or just starts then stops, the cord inside is broken. This is usually an easy fix but unfortunately some appliances are not made to be torn apart. If you can take it apart (unplugged) and see if you can remove the strain relief by squeezing it with pliers and pulling it out. Then either cut the wire making it shorter or add a new power cord of the same size. Good luck

I work for Black & Decker appliances and have more than 10 years experience with small appliances.
Anytime you smell something burning while using an appliance that isn't suppose to heat food, something is wrong. You shouldn't smell any foul odors emanating from a blender. The fact that it shuts off while pureeing something as simple as oatmeal indicates that particular blender is defective.
If you contact the manufacture they will be able to inform you as to your warranty eligibility.

There is a bearing that sometimes slips, causing the main shaft the "black thing" connect to, to drop, making the base of the black thing touch the housing of the motor base. This is caused when placing the container on the blender base, and the downward pressure on the shaft sometimes cause it to slip. A quick possible fix for this is to try and lift the shaft up without damaging the thread the black adapter connects to. lift the shaft with a pair of pliers approx 3-4mm, while lifting the shaft look to the base of shaft to see if you can see a bearing of clip moving with the shaft. (move the shaft up and down to see if anything attached to it is moving up and down) This needs to be pushed down while the shaft is pulled up. it can be done with a flat screwdriver or another pair of needle nose pliers. Be careful not to pull the shaft up to high or the container will not sit on the blender correctly.
You can lubricate the bearing also at the base of the shaft with a few drops of sewing machine oil.
Also if this bearing has worn too much moisture can get into the electrical motor itself, causing corrosion in the windings and bearings, eventually leading to a complete failure. Unfortunately this can not be reversed and would need to a replaced. The sign of white smoke is a sign of this, but is also caused by the plastic rubbing. It could be either.
