Toggle the Hold switch on and off. (Set it to Hold, then turn it off again)
Press and hold the Play/Pause and Menu buttons until the Apple/iPod logo appears

Has the battery been charged lately? If not, try charging it first and then try to turn it on. If that is not the case your ipod probably just needs to be reset. Try pressing the center button with the menu button together and hold those two buttons together for about 6-10 seconds. You should get an apple icon that comes on before you will see your menu for your applications.
