Question about GE Profile 26.6 cu. ft. Side-by-Side Refrigerator with Dispenser TFX27PRBWW
I'm an appliance repairman and GE fridges are notorious for having the waterline freeze inside the freezer door.
A quick test you can try is this:
1. Attempt to get fill a glass with water.
2. If you hear a click and then a slight buzz from behind your fridge you can assume that your dispenser switch and valve are likely operating as they should. However, there could also be a restriction in the line (i.e. a clogged filter, bad filter housing, or ice blocking the line)
3. If your fridge still produces ice, you can also assume that the water filter and filter housing are both good.
If you hear the valve buzzing behind the fridge when you try and get water, it is likely doing it's job. (note, the valve may still buzz and not be working properly, but read on)
Being a GE, I'd strongly suspect you have ice blocking the water from exiting the dispenser line about 4-6 inches from the end of the line inside the door.
To see if you have ice blocking the water dispenser line you can stick a piece of ziptie inside the line to see if you meet some resistance. If the ziptie does not enter the line fully, you've confirmed that there is ice in the line.
In order to thaw the ice you'll need to either:
Leave the freezer door open until it thaws or use a hair dryer to thaw the ice. Neither are ideal.
I created a tool to take care of this situation in about 30 seconds. It's called the IceSurrender Frozen Waterline Tool.

Had this happen on my LG side-by-side a few years back. It's a common part. Find the version for your make and model. Easy ti replace. It is located where the water suppy connects to the bottm refridge.

SOURCE: water dispenser system
the dispenser in the freezer door has a small low temp heater surrounding the dispenser compartment to keep this from happening, and also to keep condensation from building up around the dispenser. this heater may have stopped working.

SOURCE: Water dispenser not working
2 things i want you to try before you call a tech out first under frezer door there is a connector where the 2 lines connect disconect both off now actuate the water at door if you get water out the line that means your line inside door is frozen 2 if you don't get water that means your water reservour is frozen so to solve problem cheapest way is to derost it by unpluging it for maybe 2 days and if it was frozen it should go back to normal and this time keep your temps in right settings refrigerator section at 37% and freezer from 0 to 4 % at all times that will keep lines from freezing

Then the line in the door is frozen . Either raise the freezer temp for several days , so the line in the door will thaw , or , I have heard using an air tank will blow the ice out of the line in the door . There is a heater for the water dispensor tube , pt # WR49X10173 , which should keep this from happening again .
