Getting my new LED TV to display on he entire 24 screen. How do I adjust the picture size to fill the full screen?

Whether the screen is full or not is not adjustable it all depends on what aspect ratio the program is broadcast in. You can use the TV's Zoom feature but that blurs the picture and you loose video content.

Picture not using full screen

Depending on the input some games on gaming consoles and some dvd's will only use partial screen. Also there is either a button on the remote to adjust picture type (ex. theatre, full screen , widescreen) or you need to go into your menu and adjust the picture from there
