What is the type (input, output, power) of the rectifier.
If controllable - may be the control PCB or thyristor.
If not controllable - 10 V DC instead of 230 V DC is hardly believable.
In this case the rectifier may be OK, but the input - low.
If you have a voltmeter, check the input AC and the output DC if the output has about 200 V AC you may have shortened diode.

Old Honda eb1500x is putting out low voltage but engine seems to run fine. Ideas for testing and fix?

Couldn't find anything on that model number other a control box.

Assuming your in the USA output frequency would 60 hertz under load so 65 hertz would be find; although, engine is running close to 3900 rpm when it should be around 3750 rpm unloaded which would be 62.5 hertz. As the output voltage being low it is probably the AVR (automatic voltage regulator) that is the problem.

Should there be (3) red wires feeding the rooftop condensor? Is there a pdf of the wiring diagram I can get?

If you're talking about the high voltage wiring, the answer could be yes if it is a 3 phase unit. That means you have 3 separate legs of "hot". Many rooftop units are 230v 3 phase in the US. Single phase would have two hot wires and a ground. Look in the disconnect box. If there are 3 fuses you have a 3 phase unit. If you have 2 fuses, you have a single phase unit. Be careful, you are dealing with very high voltage and very dangerous.

I'm afraid I cannot comply with your wishes, as there are copyright laws governing this, for one. (For existing circuitry)

Two, there is the liability issue. Take for example that I design the requested circuit, give it to you freely, and you or someone in your group is injured using my circuit.

Will state that this is a basic circuit design. I believe that if you 5 put your minds together, you can build this circuit.
