In fact, you can use an iPod to computer transfer program to backup the data files form ipod to your iTunes first then sync to your iPhone.I personally use iPad/iPhone/iPod to Computer Transfer.It helps me to transfer my songs/videos/photos/playlists etc from ipod to my computer directly and safely.It works well for me,you can give it a try.

If you have an iCloud account, you can back up your iPod via iCloud first, then on your iPhone, choose restore from iCloud. This will bring back some of your iPod data, but it will cause the erase of your existed data.

You can transfer your data (Audio, video, photos) from your itouch to iphone. It can be done by first transfering your data from itouch to computer (in a folder), disconnect itouch, connect iphone to computer and transfer those contents. This will have to be done through iTunes or any third-party software (if jailbroken) like iPhone-Computer Transfer app.
