If I understand you correctly, you have GE outdoor box-type timer, for example the GE-15087. If this is the wrong timer, please respond with model number and I'll look up the information.

Noma timer e250981

If lights are flashing, then photo eye might be exposed to too much light, causing photoeye electronics to think it's daytime, and so lights go off.
But then it's dark, and photoeye turns lights on again.
The cycle repeats all night because 2-4-6-8 hour off setting starts over each time lights turn on.
Or maybe timer is defective.

Noma se12 timer outdoor

Copy following link to help identify timer:
http://waterheatertimer.org/Woods-timers-and-manuals.html#outdoor

I test timers.
Commercial grade timers last many years.
Noma is a brand name apparently used by many different manufacturer's to package products, and might be the 2nd line timer from Woods.
Don't expect timer to last more than year or two... maybe 6 months.
Copy following link for general troubleshoot if you have timers fail frequently, it might be electrical problem:
http://waterheatertimer.org/Woods-timers-and-manuals.html#troubleshoot
Open links above, then add a comment and say which timer you have and what specific problem is encountered
