How do i reset an iconia one 7 tablet

While still holding the Volume Up button, press and hold the Power key for 3 seconds then release it. Continue holding the Volume Up button. Once the tablet screen turns on, stop holding the buttons. From the menu choose "Wipe Data/Factory Reset" by using Volume buttons to scroll and Power button to select options.

Non of the apps on my acer tablet are working , I have gone through all of the updates and restarted the tablet multiple times

If you don't mind losing all you have saved on it you can try a factory restore- It will delete everything!
