Disconnect the power by turning the breaker lever. Wait 5 minutes and power back up. That is the closest you can do to a Reset. If it still does it, phone their service department for advice. Make sure the water is on and you have pressure. Something is stopping it from accepting a program. They are great when they are working!

unfamiliar with watt restrictors.
heat strips have 2 safety devices, a thermal overload, they get to hot they shut off, cause not enough air flow increase fan speed this device is auto reset. a fusible link a fail safe to thermal over load, no reset and sometimes replaceable. if this does not help would like to ask you a few questions. one of the buildings i take care of has 200 + reem/ ruuds all electric heat. if a part is defective replace, please do not by pass. safety frist.

Try to reload the software. If that does not work, you probably have a hardware problem. As for the cost of repair in NOt an option, you need to purchase a new printer. The ink cartridges will not work on another printer but you may need to trade them in and see if you can get credit. Staples takes old cartridges and provides credit.
