Needs a split in synchronizers on top shaft. They are like little clutch discs that wear pretty delicate also .The trans has 4 ranges A,B,C,D. With 2 speeds and reverse in each range then those are doubled with the power shift planetary ahead of the trans in the hinge area.The trans has 4 ranges A,B,C,D. sounds like the drive belt has came off or broken. check to be sure it is in good shape and on all the pulleys.

fuel filters on riding mowers are in fuel lines between the carbuator and fuel tank, you may also have a shut off valve in the fuel line. easy to change a couple of clamps to hold the fuel filter tight.
